In 2021, the New York City Council passed the “Renewable Rikers Laws” that require city agencies to examine uses for Rikers Island following the cessation of its correctional operations.

AKRF was part of the Jacobs consultant team that worked with the New York City Department of Environmental Protection to prepare the feasibility study for consolidating four Wastewater Resource Recovery Facilities on Rikers Island. These include Hunts Point, Tallman Island, Bowery Bay, and Wards Island—all of which are located along, and discharge treated water to, the Upper East River.

The feasibility study determined that a new WRRF on Rikers Island would improve harbor water quality; produce green renewable energy; improve stormwater capture; and help grow the circular economy for New Yorkers.

The preliminary concept for a new facility estimated using approximately 245 acres of the island, leaving the other 40% to be developed for other uses.
