The Hudson Tunnel serves more than 200,000 people on over 400 trains every weekday.

The Hudson Tunnel Project reached a notable milestone on July 8, 2024, when the Gateway Development Commission signed a Full Funding Grant Agreement with the Federal Transit Administration for $6.88 billion in federal funding for the project and closed on additional federal loans totaling $4.06 billion.

The project—one component of the Gateway Program—will construct a new two-track passenger railroad tunnel under the Hudson River and fully rehabilitate the existing two-track passenger railroad tunnel used by Amtrak and NJ TRANSIT, which was badly damaged during Superstorm Sandy. The project also includes new approach tracks through the New Jersey Meadowlands and associated track work and infrastructure improvements.

Leading Environmental Review for Major Infrastructure Project

AKRF led a consultant team in preparing a fast-track NEPA Environmental Impact Statement as well as consultation required by Section 106 of the National Historic Preservation Act and documentation to comply with other federal regulations and procedures.

Following completion of the EIS, AKRF conducted additional analyses for the project to support Amtrak, the Port Authority of New York and New Jersey, and NJ TRANSIT prior to the start of construction.
